Our Mission
At Network Community Management, our mission is to foster, well-managed communities by prioritizing the needs of the association members and directors while cultivating meaningful partnerships with vendors and industry professionals. Founded in 2009 by Tony Zogopoulos, whose 25+ years in real estate development have shaped award-winning communities throughout Northern California, NCM blends a developer’s expertise and a homeowner-focused approach to HOA management.
Our boutique management philosophy is built on trust, transparency, and collaboration. We prioritize cost-efficient service through competitive bidding, provide clear financial reporting, and nurture strong relationships not just with association members and directors, but also with the vendors who maintain and enhance the communities.

Meet the Team
Tony Zogopoulos formed Network Community Management in 2009 after a 25-year career in the homebuilding and real estate development industry. During those years, he was responsible for some of the most recognized and award-winning communities in the Sacramento region.

Network Community Management was a natural progression for Tony and has resulted in builders, developers, and board members from existing associations partnering with NCM for the long-term management of homeowner associations.
Tony takes great pride in the team he has assembled at NCM and is continuously striving to hire the most talented individuals for all the necessary positions to properly manage associations, including managers, accountants, administrative support, and maintenance services.

Demetri Romas is a senior project manager with Network Community Management. He brings more than 20 years of refined management and financial experience in the real estate development industry to work for the benefit of NCM’s association clients. He holds a Master’s degree in Business Administration with a concentration in Finance from the University of California, Davis.
Janelle Sacks
Janelle Sacks is the Controller for Network Community Management and is responsible for overseeing all aspects of the Accounting Department in both the Association and Commercial Management divisions. She is a graduate of Chico State University with more than 30 years of experience in accounting. Prior to joining NCM, Janelle spent more than 10 years working for an HOA and Commercial Property Management firm.
