Tony Zogopoulos spent more than 20 years in the real estate development and new home industries before forming Network Community Management. He has been involved in some of the most well known and award winning communities in the Sacramento region. The management philosophy he has implemented at NCM is very similar to that of a developer/homebuilder. All contracts for services are awarded under the competitive bid process resulting in significant cost savings, while providing clear financial reporting that identifies every dollar spent. His knowledge and hands-on experience in the real estate industry have proven to be extremely valuable to the company’s clients and have helped NCM become one of the fastest growing management companies in Northern California.
Tony Zogopoulos is a 25-year veteran of the real estate development industry in the Sacramento region focusing primarily in acquisition, finance, product development, marketing and sales. He is known for creating innovative solutions for challenging projects, both in times of prosperity and during lean economic conditions. Over a period of 10 years as executive vice president of Lexington Homes, he oversaw the development of more than 1,500 homes and several master-planned communities, including award winning, innovative, high-density neighborhoods in the region. The company built communities in Sacramento, Folsom, Roseville, Elk Grove, Reno Nevada and Portland Oregon.
Following the sale of Lexington Homes, he formed ADZ Developments, a consulting enterprise that steered new projects through all facets of development, including acquisition, entitlement, product design, architectural review, municipal approval, marketing and sales. Some of his noteworthy projects include the The Promontory in El Dorado Hills, The L Street Lofts, Capitol Park Homes in midtown Sacramento, and Cambridge Estates in Loomis. As an principal investor, he has acquired and developed residential communities, multi-use properties, retail centers and more, including Crown Valley Estates in El Dorado Hills, the Promenade at Arbor Creek in Elk Grove and Reflections at Rush River in the Pocket Area of Sacramento.
Network Community Management was a natural progression created as a result of builders and developers seeking Mr. Zogopoulos and his team for the long-term management of homeowner associations and commercial properties.
Demetri Romas is a senior project manager with Network Community Management. He brings more than 20 years of refined management and financial experience in the real estate development industry to work for the benefit of NCM’s association clients. He holds a Master’s degree in Business Administration with a concentration in Finance from the University of California, Davis.
Terry Clark-Dougan is a senior property manager with Network Commercial Management overseeing the daily management of all commercial centers and business associations. Terri has spent more than 20 years in commercial property management, building relationships with vendors and service providers in the region.

Janelle Sacks is the Controller for Network Community Management and is responsible for overseeing all aspects of the Accounting Department in both the Association and Commercial Management divisions. She is a graduate of Chico State University with more than 30 years of experience in accounting. Prior to joining NCM, Janelle spent more than 10 years working for an HOA and Commercial Property Management firm.
